TIKRIKILLA : Focal point of Insurgent Movement /Activity

  • Disturbed by militant/insurgent activity since the last ten years
  • Insurgent groups operating in the area – ULFA, NDFB and ANBC (has declared ceasefire)
  • Area of operations of the ULFA militants -Phulbari to Singhimari ; also Chibinang, Hallidayganj having mixed population
  • Pre-Durga Puja IED blast in Belguri on 05.10.2008 under Tikrikilla POP area but no casualties or material damage
  • IED blast also in 2006 targeting army convoy –no casualties or other damage
  • Attack by militant groups in Raksamgre Market near Tikrikilla killing 12 persons in 2002
  • CrPF camp attacked in 2002
  • Two live grenades recovered from local market in Tikrikilla in 2003
  • Ambush of local MLA Monirava’s son in which he and four others were killed and seven injured
  • CrPF Camp was closed in 2004

Influx of Illegal Migrants from Assam and Illegal Immigration of Bangladeshis

  • Influx  difficult to ascertain due to mixed population
  • Influx primarily from Assam during floods
  • The most affected areas are Chibinang, Patharkata and Pipalbari
  • Other areas affected are Rajabala and Hallidayganj
  • Erosion by Brahamputra river subsuming the town of South Salmara in Assam which was thickly populated and large scale migration of Assamese Muslims to Meghalaya especially to Phulbari, Rajabala, Tikrikilla bringing about demographic changes

Encroachment

  • Encroachment in all areas near the river, near PWD and NEC roads and Govt. land
  • Phulbari area near thana opposite Shivbari potential trouble spot
  • Officer In-Charge of Phulbari PS has convened a meeting with the parties and illegal settlers and given time line to vacate and dismantle the makeshift masjid
  • Encroachment in Hallidayganj and Chibinang on a massive scale
  • Illegal sale of land from tribals to non-tribals in the form of “donation” money or alleged issue of land pattas by District Council, dubious role of Nokmas in some cases

Other Border Area - Related Issues

  • Area bordering Hatsinghimari sensitive to group clashes of people on both sides of the border on petty issues, last month traders have clashed, SDO level meeting scheduled on 24.11.2008
  • Unauthorized tax collection by lessees of GHADC from Salmara traders of Assam in April 09
  • Area sensitive due to mixed population –Muslims, Hindus, Koch, Hajong and Garo –the last three communities living on the hill areas
  • Illegal saw mills active in Chibinang, Tikrikilla, New Bhaitbari and Old Bhaitbari

Insurgency Issues

  • Insurgency –movement of ULFA cadre, route is Bhajamara, Damal A’ Sim, Jengrapara, Raksamgre, Belguri, Pedaldoba
  • Insurgent groups active in the above mentioned areas are ULFA, NDFB and LAEF (Liberation of A’chik Elite Force)
  • Latest movement of possible ULFA cadres reported on 15.11.2008 and 16.11.2008 near Jengrapara, Tikrikilla, Belguri ; reportedly they were armed with AK-47 and crude bombs
  • In the last week of May two ultras were apprehended and half kg od RDX found from them by the Army in Dadenggiri market area near CHC
  • Also joint police and Army operations near a village in Singhimari led to confiscation of a huge cache of arms and explosives

In Tikrikilla there was some problem between people of Baptist and Catholic faith on the one hand and Hallelujah cult on the other in Deosali and other villages falling under Tikrikilla. Situation is now under control. Peace Committee formed. Meeting of community and church elders to be called soon. Elephant menace in Selsella , Belguri and Raksamgre has caused loss of lives, destruction of houses and destruction of crops in February, March and April, 2009.
